at Vistas High School Program
The Early College High School (ECHS) is a partnership between Klein ISD and Lone Star - University Park. The model is a blend of high school and college coursework that gives at-risk students the opportunity to earn up to 60 hours, or two years, of tuition-free college credit while earning a high school diploma. This model increases college readiness, providing rigorous instruction and coursework as well as academic and social support. The student body is comprised of students from across all of Klein ISD.

Higher Education Partner
The Vistas ECHS will offer students the opportunity to earn an Associates degree from Lone Star - University Park, transferrable to any Texas public college or university. Klein ISD students will benefit from this program at no cost. By providing high school students the option to earn an associate degree, or up to 60 hours of college credit from the Vistas ECHS, families have the opportunity to decrease the burden of college debt and get a head start on their future.

Are 9th graders ready to be college students?
Faculty and staff at both Vistas ECHS and Lone Star University Park provide students with academic, social, and emotional support to help them be successful and provide a strong education. We believe that every student is capable of succeeding at Vistas ECHS if they are willing to work hard and are determined to learn behaviors needed to be successful so that they can become more confident and independent to pursue a degree or a career when they graduate.
Vistas Early College High School is looking for students who
- Are comfortable in smaller classes on a smaller campus
- Reside in Klein ISD and meet the requirements to be promoted from 8th grade to 9th grade at the end of the school year
- Are willing to start their 9th grade year at Vistas ECHS and continue through all four years until completing both their high school requirements and up to 60 college hours
- Might be the first in their family to attend college, including those who may be traditionally underrepresented in college admissions
- Are looking for ways to attend college at no cost to them
- Are willing to provide the energy and focus that it takes to work on their academics both in high school and college coursework
- Are more interested in student-driven clubs and other activities than participating in school sponsored activities such as athletics, band, cheerleading.
- Are willing to attend a two-week Summer Bridge Program
Ensuring Academic Rigor & Readiness
Tutoring & Summer Bridge Program
Vistas Early College High School provides students a tutoring period each day of the school year to get additional help from their classroom teachers.
During the Summer between an incoming Vistas ECHS student’s 8th and 9th grade year - incoming students are required to attend an 8-day Summer Bridge Program. The purpose of the Summer Bridge Program is to provide an opportunity for incoming students to get to know each other as well as the Vistas ECHS staff and to begin preparing for the program to be ready to start in the Fall. Activities include team building, student expectations, transcript review, overview of graduation requirements, Lone Star - University Park registration, tour of Lone Star College - University Park, TSI prep and TSI testing.

Early College Designation by TEA
The Early College High School Blueprint (TEA)
Under the authority of Texas Education Code (TEC) §29.908(b) and Texas Administrative Code (TAC) §102.1091, the TEA developed a designation process for Early College High Schools. The designation process ensures that districts and colleges operating ECHS campuses maintain the integrity of the model, which was researched and designed to target and serve students who might not otherwise attend college.

1.1 Student Cost
The ECHS program shall be offered at no cost to students.
1.2 School Location
Vistas High School is a stand alone high school. Students are dual-enrolled so that they are still connected to their home campus and are allowed to attend events as a students. More information will be given at family interviews.
1.3 Student Cohorts
ECHS students shall be placed in a cohort for core classes to the extent possible; this does not exclude non-ECHS students from enrolling in the same class(es).
1.4 Flexible Scheduling
The ECHS program shall provide flexible, individualized scheduling that allows students the opportunity to earn a high school diploma and enables a student to combine high school courses and college-level courses with the goal of earning an associate degree or up to 60 semester credit hours toward a baccalaureate degree.
1.5 TSIA Testing Site
Vistas High School is a TSIA testing site and offers the test no less than 4 times per year. Testing dates are communicated in the Vistas Weekly Newsletter that is emailed to both parents & students. It is also available on the Vistas High School website under the Viking News button.
1.6 Leadership Team Strategic Priorities
The ECHS shall establish a leadership team that includes high-level personnel from the school district, campus, and institute of higher education (IHE). Each representative must report to the organization they represent and have decision-making authority. The leadership team shall develop long-term strategic priorities for the ECHS program along with a work plan for how to achieve programmatic goals in coordination with district and campus improvement planning. Regularly scheduled meetings—in person and/or virtual—must address the following objectives:
- Establish and maintain the role each member will play in the design, governance, operations, accountability, curriculum development, professional development, outreach, sustainability, monitoring, and continuous improvement of the ECHS
- Collectively develop an MOU and review annually for necessary revisions
- Define shared responsibility (between the school district and the IHE) for meeting annual outcomes-based measures (OBMs) and providing annual reports to district and IHE boards, as well as to the public
- Monitor progress on meeting the Blueprint design elements, including reviewing formative data to ensure the ECHS is on-track to meet OBMs
- Guide mid-course corrections as needed
1.7 Leadership Team Key Roles
The leadership team shall include leaders from the district, campus, and IHE who have decision-making authority to execute changes toward this end: District leaders (may include):
- Superintendent
- Assistant Superintendent of Curriculum and Instruction, or equivalent position
- ECHS principal or director
- ECHS liaison to the IHE or department chairs
- School-business partner or CTE director (if applicable to the ECHS model)
- School counselors
- Parent representative
IHE leaders (may include):
- College or university president
- Department chairs for core academic disciplines
- Liaison to the ECHS or Dual Credit Officer
- Advising or student support director
1.8 ECHS Staff
ECHS staff shall include the following:
- An ECHS leader who has authority over course and instructor scheduling, staff and faculty hiring, and budget development
- An IHE liaison with decision-making authority who interacts directly and frequently (in-person or virtually) with the ECHS leader and the dual credit provider
- Highly qualified ECHS teachers who work directly with the ECHS students, which may include high school faculty who must meet faculty requirements that are set by the regional accrediting association of the community college and/or university to teach college-level courses, instructors for virtual college courses, and instructors for Advanced Placement and International Baccalaureate courses
- Highly qualified ECHS high school counselor who collaborates directly and frequently with the IHE advisor or liaison to support the ECHS students. The ECHS counselor and IHE advisor shall jointly support ECHS students through IHE course registration and shall monitor high school and college courses and transcripts to ensure programmatic requirements for both the high school and IHE are met

Benchmark 2: Purpose of Partnership
The Early College High School (ECHS) must have a current, signed memorandum of understanding (MOU) or interlocal agreement (ILA) with each Institution of Higher Education (IHE) that outlines key issues related to the planning, implementation, and sustainability of the ECHS program. Stakeholders shall review the MOU or ILA annually. The agreement shall include the components described in the design elements below.

Benchmark 3: Purpose of Target Population
The Early College High School (ECHS) shall target and enroll historically underserved students. The campus must enable students who are at-risk of dropping out or those who wish to accelerate completion of high school to combine high school courses and college-level courses. Enrollment decisions shall not be based on state assessment scores, discipline history, teacher recommendations, parent or student essays, minimum grade point average (GPA), or other criteria that create barriers for student enrollment.
